Bio: David Statler Black (b. 1928), lawyer and government official, was General Counsel at the Bureau of Public Roads in the U.S. Department of the Interior from 1961 to 1963. He was Vice Chairman of the Federal Power Commission from 1963 to 1966, and Administrator for the Bonneville Power Administration from 1966 to 1967. Black then served as Under Secretary of the Interior from 1967 to 1969.
