A PROCLAMATION
WHEREAS the Governor of the State of Michigan has informed me that
conditions of domestic violence and disorder exist in the City

and great metropolitan centers.
No society can tolerate massive violence, anymore than a body can
tolerate massive disease. And we in America shall not tolerate it.
But just saying that does not solve the problem. We need

had lost ground there. He said there were twelve trouble spots in Latin
