Meeting with Congressional Relations Officers

The President met with the Congressional Relations Officers
- in pacification.
Henry Cabot Lodge made three recommendations: 1.) conduct independen.t audit
of how the ARVN is going; 2.) reduce U.S. casualties by adopting a new military
policy of "split up and keep off balance, 11 instead of the "seek out and destroy"
policy
- if the proposal
on the U. N. was a new one and what is the major departure from the
Administration policy. The President told him "it represents neither a
major nor a minor departure of this government's policy. 11
Secretary Rusk said he asked Bill Bundy, in front
