SUBJECT:
NSAM No. 326
Thank you for sending me
- asked to study the possible international educational
use of communications satellites.
The group consisted of representa-
tives from the White House, the State Department, AID, NASA and HEW.
A .list of Agency representatives is attached.
SUMMARY
- : The NASA Communications Network
(NASCOM) is a separate self-contained system within the NCS which
provides for the exchange of operational information between the project
operations center, launch centers, scientific support centers, and track
ing and data
- basis. A very tentative
scenario is as follows:
Bilateral discussions in Latin American ca pitals,
possibly by a State/AID-NASA team, would probably be the
most effective way to take initial soundings of Latin
American reactions to the proposed program
- . This will involve a review of the regulations by
OEP, DOD, Commerce, NASA, AEC and FAA. Potentially it could
mean a considerable simplification. I will stay in touch with the Bureau
on this matter.
I believe the current action is covered in the memo
- were NASA. AEC, State, Defenee, and the NASC. In
addition, the matter was gone over with a representative of the
National Security C-Ouncil staff and he concurred with the conaensus '.·
developed at the meeting.
