While I know the press and some members of Congress always like to
place the blame on their country, this incident looks to me like banditry
on the high seas. There have been many new incidents in Korea lately.

Is there anything new on the Pueblo?
CIA Director Helms:. They moved the Pueblo into a new position
- the Soviets an opportunity to try to bring their influence to
bear on the North Koreans.

But there may be a conflict in our doing this before the UN and
our sending new planes over there.
Can't the Enterprise take care

- : The only North Korean we have in our possession
is the number two man in the North Korean news agency who defected.
His point of view is that they will exploit the incident and then turn the
ship loose for humanitarian reasons.
