The President congratulated Mr. Vance for an excellent job and an
excellent report.
Secretary Rusk said a case study should be made of this.
Vance's actions an example of diplomatic excellence.
He called Cyrus
- a response. The Soviets knew of the action in advance. The North
Koreans have no intention of returning the ship or the crew at present. An
interdepartmental group has been at work during the day and will be completing
later this evening, hopefully

CYPRUS
Noted a briefing on the Cyprus situation,
including a presentation by the Acting
Secretary of State and a military
- in response to an appeal by the Secretary
General. Action will be rcqui red in the United Nations,and the Secretary
General will have to decide whether he can increase the UN force on
Cyprus as required by these agreements within his current mandate
- to approve a
new and expanded UN mandate covering Cyprus. We do not think Council action
is necessary but the problem is in the hands of the Secretary General and the heat
is off us. The Turks can more easily live with th e failure of the Secretary
General
