I have just heard from Derek Mitchell in Harold Wilson's
office, that Wilson is likely to ask us

Harry Raulet, Frederick Reuss, Richard Riley, Donald Risley,
Harold Rosen, E.V. Schneier, Barbara Starfield, Helen Taussig,
W.E. 'nlormann, Bernard Vannier, Eli
- has too much luck to last. Public Affairs is well handled
by Greenfield. Bill Crockett needs guidance and leadership but is good at
his daily grind and very good with Rooney.
Harlan Cleveland is the
best UN staff officer since Dean Rusk. Tom Hughes
