There's one question I might throw
- of the Department of Transportation; Urban Mass Transit; Maritime Administration; National Transportation Safety Board; appointment as Secretary and confirmation; reflections on LBJ; domestic legislative achievements; international relations; effects of Vietnam War
- and
accomplishments would answer it.
The Department of Urban Affairs,
and the creation of additional facilities in transportation, and
development of HEWand all of these were basically a need to meet
the problems of the cities.
HUD came about entirely during
- the military problem quite well in his article in Foreign Affairs last
fall. He said for the North Vietnamese and the Viet Cong to win is not to lose, but for the
Americans to lose is not to win. That really is the military problem, because as long as
we
- issues relating to an all-volunteer army; the ratio of officers to enlisted men; managerial re-organization in the Defense Department under Robert McNamara; McNamara's systems analysis office and a comparable army office; the value of a service secretary
- was as assistant
secretary of state for Far Eastern Affairs which you held until
of 1964.
H:
Is that correct?
No, March 15th.
I actually resigned earlier than that, but the
President asked me to stay till March 15th while he got a
replacement.
M:
And you had
- Biographical information; departed government in 1964 over policy in Vietnam; JFK, Harriman, Forrestal and Hilsman were all for a political approach while LBJ was for a military approach; LBJ: “It’s the only war we’ve got;” Rostow and McNamara were
- affairs were secondary to his interest in this progress
for the American people whom he knew so well.
And yet he was
catapulted into a situation in the world which couldn't be escaped.
