This is an interview with Stanley H. Ruttenberg.
He is the former Assistant
Secretary for ManpoweT and Manpower Administration of the Department of
Labor.
He is now in Ruttenberg Associates, which
- in the interrelation of
the federal government with the state and local governments on the one hand and with
private enterprises on the other. Both of these problems necessarily evolve from our
federal system and our free enterprise system. Since we have no intention
- the relationships between the federal government, state and local governments, and private enterprise; the changing role of states and the federal government in interstate compacts; federal participation in interstate compacts; air and water
- make this arrangement possible.
I suggested
at that time that we form a non-profit corporation, as we have in
the case of other national parks.
I wrote a memo that went to
Mrs. Kennedy from the Associate Director of the Park Service proposing
- to be straightened out. The only
question was where the collective enterprise would go.
The reason that they had not been put together earlier was a difference in
emphasis and in support on behalf of these two organizations. The narcotics people had
considerable
- --and
may still believe--that Swiss law requires him to buy gold whenever
it's offered at his buying price by anybody, or at least by any
Swiss resident private or public.
So he couldn't associate himself
with the communique that made him obligated
