the Referendum of September 28, 1958, the Constitution drafted by the
Government of General de Gaulle, which provided for a completely new rela
tionship between France and the Overseas Territories, was submitted

than any previous visit by a foreign
statesman to modern Gennany--including
probably even de Gaulle's
state visit of last September.
There are a ntDDber of reasons
for this:
1) The visit will be the first
to Germany by President
Kennedy since assuming
- Comrmmities in January 1962.
Although considered to be a follower of General de Gaulle, Chatenet
has expressed public sympathy for an Atlantic nuclear partnership.
