MEMORANDUM FOR THE PRESIDENT
SUBJECT: Further Backgrounding on King
- the improvements intended.
The need for a sharp reduction in the rate of population gra.,th and the
need for increased food production must be constantly associated in Mission
planning, programmi.ng and field activities
and, particularly,
in discussion
of both food
