Washington, D.C. His speech is broadcast over nationwide radio; he criticizes the
reactionary response to his State of the Union

to have the members selected by the entire Democratic senatorial caucus, not
LBJ. Clark makes a motion to establish regulations for calling meetings of the
caucus, criticizing LBJ for calling meetings infrequently. Clark withdraws his
motion after LBJ
