I think it was entirely different.
I think the thing that drew that to
a head really was this association with the American University there in
Washington, the way Paul Porter raised the money
- an anthropologist--and he pointed out that there
was some, at least in the public minds, impression of the confusions
of purposes vis-a-vis the poverty program and the civil rights program
simply because So many Negroes were involved in the poverty program.

- it clear that, in awarding government contracts, the
government agency should be sure that the companies are complying with the civil rights
laws, and the Title VI, that requires equal employment opportunity, and so forth. So we
got into the act
