Well, in more recent years, with the development of planning, programming,
and budgeting; in this department the Secretary established six task
forces, two of which I am chairman, one on Resources and Action, and one
on Communities

And what were the circumstances?
A:
I recall meeting Lyndon Johnson one time when I was visiting thenSenator Humphrey in the United States Senate, and Lyndon Johnson was at
that time a Senator and the Leader of the Democratic Majority
- , if not the letter, of the civil rights act .
The one group that has some real basic problems with it, of course,
is the Pueblos of New Mexico .

This happens because they do not have a democratic form of government ;
