And we developed with, their cooperation,
a grant-in-aid program modeled on the BOR grant-in-aid program
which would allow the States and cities to accept grants and
work on a matching basis with these utilities to retroactively
underground power lines
- forty-three state studies out of the forty-eight states
that existed at that time.
While they were always put out as state
reports, most of the work was done with employees paid for with
funds, and the Park Service was the cooperating agency.
