And the result is that a White House staff--at least the Kennedy
staff, and I would generalize more broadly; not the Eisenhower
staff, but the Johnson staff and I gather the Nixon staff--relates
so much to the man who is President that the rest

President Nixon at that time cast the deciding vote, and he cast it against
us.
But Johnson, who was Majority Leader at the time, was very much with us
on that particular episode.
