Oh yes.
He many many times discussed the hopes at the first meeting that I
had on the 24th, discussed them again when we were
- Appointment as Deputy Mayor; LBJ's hopes for city government; work with D.C. Council; relationship with Congress; difficulties from serving unrepresented constituency; high percentage of disadvantaged people in D.C.; budget process; program budget

and in some cities there hasn't been some fairly substantial and sound
programmatic thinking and variation, but the fact of the matter is
there has never been as much as might have been imagined or hoped for .
