The meeting began with the President's review of a memorandum,
"Courses of Action for South Vietnam," dated September 8
- with the President from 2:30 until 5:30. A list of those present
is attached at annex.
Preparatory Meeting - 10:30
Secretary McNamara noted that the only Section of his report which
contained specific action recommendations and the only one fully co
ordinated
