Following are notes on your discussions at 6s25 p.m. Sept. 5 with
the followings:

- countries. Maybe in four or
five years or so the British and French may have to bail out the Federal
Republic.
The President stated he was hoping and praying for a united Europe.
Until this could become a reality, it was essential that the United States
- is concerned, our ties are deep and
abiding. Eve ryone knows that w e hope to see Britain in the Common
Market; but this is a matter which can only be settled in Europe by
Europeans.

Although we can understand the historical reasons
that have led
- Califano to describe how they worked, using the
Heineman task force on reorganization as an example.
There was a question about the lessons he would draw from the long
uphill fight on the tax bill. The President expressed his hope that his
successor might
- the conflicts and problems
which emerge. He has to get all the information, make the decisions,
and hope they are right.
Mr. Zaiman:
What about the Vietnam war?
The President: I think we are making steady progress. We are glad
their government
