Bio: Elmer Boyd Staats (b. June 6, 1914, Richfield, Kansas-d. July 23, 2011, Washington, D.C.), accountant and government official, was the Deputy Director for the Bureau of the Budget from 1958 to 1966. He headed the General Accounting Office, now the Government Accountability Office.
