Bio: Rutherford Mell Poats (b. 1922) was a journalist and government official with the State Department. He was a special assistant in the Far East Bureau of the Agency for International Development at the State Department from 1961 to 1963; Deputy Assistant Administrator for the Far East in 1963; Assistant Administrator for the Far East from 1964 to 1967; and Deputy Administrator from 1967 to 1970.
