Bio: Carl Lawrence Phinney (b. Oct. 22, 1904, Marble Falls, Tex.-d. Jan. 10, 1987), U.S. Army general and commanding general in the Texas National Guard, graduated from law school and then enlisted in the National Guard in 1925. During World War II he served in the Quartermaster Corps with the 36th Infantry Division in North Africa and Italy. Following the War he remained in the 36th Division as chief of staff and commanding general.
