Bio: Leo S. Packer (b. 1920) was an engineering executive, diplomat and consultant. He served as Assistant Postmaster General for Research and Engineering at the U.S. Postal Service from 1966 to 1969; director of technology policy and space affairs at the Department of State, 1973 to 1976; science and technology counselor at the U.S. Embassy in Paris, 1976 to 1978; and director of the U.S. and Egypt research and engineering program of the U.S. National Research Council in Cairo, 1981 to 1984.
