Bio: William Gorham (b. 1930) was Deputy Assistant Secretary of Defense from 1962 to 1965 and Assistant Secretary for Program Coordination at the Department of Health, Education, and Welfare from 1965 to 1968. He was chairman of the President's Task Force on Child Development in 1966.
