Bio: Ross Dane Davis (1919-1998) was associate general counsel of the Small Business Association from 1953 to 1961, general counsel of the Development Loan Fund in 1961, deputy assistant administrator of the Agency for International Development from 1962 to 1963, and executive administrator of the Small Business Administration from 1964 to 1965. David also served as Assistant Secretary of Commerce for Economic Development from 1966 to 1969.
