Bio: Chester Lawrence Cooper was born in Boston, Massachusetts, on January 13, 1917. He earned degrees from New York University and American University. He served as Assistant Deputy Director at Central Intelligence Agency from 1947 to 1962, and held senior posts at the National Security Council, State Department, Institute for Defense Analyses, and several organizations that focused on environmental and energy issues. He also worked with Japan’s government on environmental questions.
