Bio: Cecilia Dempster Bellinger, also known as Ceil (b. Cecilia Isobel Dempster, January 5, 1927, Dumfries, Scotland-d. November 15, 2009, Fairfield, California), was a researcher for Time magazine, and a research assistant and speechwriter in the White House from 1966 to 1969. She married Frederick Wells Bellinger in 1966, and they lived in Arlington, Virginia.
