Bio: David E. Bell (b. 1919) was the Administrative Assistant to President Harry S. Truman from 1951 to 1953, Director of the Bureau of the Budget from 1961 to 1962, and an administrator for the Agency for International Development from 1963 to 1966. From 1966 to 1981, Bell was Vice President and Executive Vice President of the Ford Foundation.
