Bio: Paul James Tierney (1916-1995) was a staff member with the U.S. Senate Appropriations Committee from 1953 to 1955, and assistant counsel to the Government Operations Committee from 1955 to 1963. He was a member of the Interstate Commerce Commission (ICC) from 1963 to 1970, vice chairman in 1967, and chairman in 1968.
