Bio: Samuel W. Halperin (b. 1930) was a specialist and director of the legislative services branch at the U.S. Office of Education from 1961 to 1964, and was Assistant Commissioner of Education for Legislation at the Department of Health, Education, and Welfare from 1964 to 1966. Halperin served as Deputy Assistant Secretary for Legislation at the Department of Health, Education and Welfare from 1966 to 1969.
